Interpretation of packaging and packaging waste regulations

on November 03, 2024

On November 22nd the European 2023 passed the revised Packaging and Packaging Waste Regulation (PPWR) by 426 votes, this means that the European Parliament will use this as a basis to negotiate with member states on the final form of the law.

A series of goals and requirements have been drawn up, as follows:

Reduce and limit certain types of packaging

The overall package reduction target is proposed in PPWE. 5% in 2030,10% in 2035 and 15% in 2040.

In addition to setting reduction targets, it is worth noting that the PPWR sets a target for the proportion of recycled plastics in packaging by 2030:30% of contact-sensitive packaging made from PET plastics; The proportion of recycled plastics in contact-sensitive packaging made of PET and other plastics was 7.5%

Prohibition of the use of certain"Permanent chemicals" in food packaging

In order to prevent adverse effects on monitoring, the PPWR called for a ban on the use of so-called"Permanent chemicals"(perfluorinated and polyfluoroalkyl substances, PFAS) and bisphenol A in food contact packaging

Encourage consumers to reuse packaging

PPWR illustrates the reuse of packaging requirements for the food service industry's beverage and take-out food final distributors, allowing consumers to choose to bring their own containers.

Better collection and recovery of packaging waste

The new rules require that all packaging be recyclable and meet strict standards set by secondary legislation.

The PPWR also wants 90% of the materials in 2029 packaging from EU countries to be collected by type of material.

The establishment of PPWR makes the European Union to reduce packaging waste, promoting sustainable development goals took an important step forward. While the new rules still need to be negotiated with governments to determine the final form, they undoubtedly lay the foundation for sustainable packaging development in the future.

First of all, the core of this document is to solve the increasing packaging waste and promote reuse and recycling, aimed at strengthening the supervision of packaging, is the goal of creating a low-carbon circular economy.

The theme is the adoption of PPWR from reducing, limiting packaging and banning specific chemicals, encouraging reuse and recycling as the main direction.

Once again, the company is reminded that PPWR will change the regulatory scale of the EU on packaging, pay attention to the dynamics of regulations, and facilitate a good response.

In the case of the increasing number of global express packages, if you want to reduce the overall packaging, it means that the consumables on the packaging need to be more streamlined. That is, the packaging needs to fit the product better, and the degree of protection is maximum when the material is minimum. Otherwise, the product cannot be effectively protected.

Here is the importance of customization. Through customized packaging, like a unified product style, in line with the standard while improving corporate image.

To encourage consumers to reuse packaging, the premise here is that packaging is recyclable and reusable. Under this policy: recyclable, reusable packaging will be popular. It is not just EU policy that is driving this, but also the mainstream view of environmental protection. Recyclable and reusable packaging will become mainstream.

The new rules also require all packaging to be recyclable, which means that non-recyclable packaging materials will be banned or restricted, and the new regulation mentioned that 90% of the materials in the package can be collected according to the type of material. In other words, in the production of packaging materials will receive certain restrictions and requirements.
